Northern delivery is the unique economical event, providing the inhabitants of Northern territories the annual existence. In Russia it is defining 16 such territories including Evenki autonomous area.

Annually during 14-17 days of navigation is delivered up 80 to 110 thousand tones of cargo. The quantity of delivered products and consumer goods exceeds thousand units. The quantity of water transport drawing only in Evenkia navigation numbers over a hundred.

The most important cargo of the caravan in Evenkia is fuel due to it the living being of all largest Northern area with the territory of about 770 sq. km. and population of 20 000 people.

For the last time a lot is done to make the expensive annual process "cheaper" in the region by reducing its volumes. Talking about essential cutting of cargo volume it is possible due to reducing the quantity of imported fuel. In connection with this big hopes associates with development of oil industry complex in the territory of Evenkia: if oil and coal will be exploited in Evenki autonomous area, the volumes of navigation will reduce essentially and area will prove to be less dependant from federal subsidies and from caprices of nature.

In any case the caravan - it is not only the fuel. During the navigation Evenkia is stocked with necessary goods for the whole year. - food -stuffs, consumer goods, machinery, medication, books, spare parts for equipment are delivered to the area. To supply it by air is too expensive and non- authorized. It is reasonable to find out the compromise between air and water ways. The definite measures in this sphere were done by the administration of Evenki autonomous area in 2002. Now the providing of budget organizations with all necessary material and technical support for normal living will be dates with absolutely new organization scheme of purchasing products and goods. In 2002 administration of Evenki autonomous area is declared the tender for all services including product purchasing and transport services.
The most important term is the responsibility of the organizations, gaining the tender on reciprocal commodity deliveries (including the remote settlements) during a year. Another innovation is the changing of the system with demands presentation.
Every budget organization takes a decision what is necessary to get during a year and makes a list of goods for financing analyses.

From 2002 the new system of purchasing fuel puts in possession. Now the fuel gets in winter at a low price and is kept up to navigation.

Nevertheless Evenkia at present is striving for cutting of finance and resource dependence from federal center subsidies. In order to reduce large scale of annual delivers, to develop industrial and social infrastructure in the area in Evenkia large reform of heat supply has begun. The program of energy safety is working up.
Evenki autonomous area itself is rich in heat resources as coal, which is not necessary to bring in from hundred kilometers. It is planning to organize mining works and fuel delivers disposed in the area simultaneously with updating the system of heat supply to the area. More economical technological systems will allow the region to create a contemporary living being for the people of Evenkia.
